i asked jonathan gruber the mit who helped design the law. he told me 100%. that was my whole job, saying whether we could fit what he wanted to do within those three funding sources. the legislature ended up adding more money to the law after he proposed it. but the fact remains it remains on federal dollars and on state taxes. but romney's health care proposal doesn't make it easier for other states to do what he did. it makes it almost impossible. he's not offering states access to federal funds for universal coverage. here's what he's doing. >> i would like to take the medicaid dallas dollars and go to state and say you'll get what you got last year, plus inflation, plus 1% and you manage your care for your poor in the way you think best. >> that sounds nice. it's a cut to medicaid of more than $600 billion. that means medicaid will not be able to offer other states the generous deal massachusetts got. so then let's go through these three pots of money. romney isn't giving states a pot of money, he's cutting medicaid funding so unlike massachusetts, state

it doesn't just depend on the law itself. it depends on what people think the law is in pennsylvania. people are calling the state calling that toll free number to find out about voting and being told when they call that number to effectively not show up if they don't have an i.d. then honestly it doesn't matter what the judge ruled. people without i.d. will probably stay home. pennsylvania elections officials said this week they are pulling their multimillion dollar ad campaign targeted at educating voters about the photo i.d. requirements because of course there is no longer an i.d. requirement. but you know what? even before you get to taking down your ad campaign as you meander around with that task pennsylvania you might also want to consider this. the bureau of elections for cumberland county in pennsylvania as of today hopefully informing its visitors that, quote, all voters will be required to show photo i.d. at the polling place in the november, 2012, general election. actually voters will not be required to show pho

there are also new taxes going into effect as part of the cliff from the health care law. so it's a whole potpourri of stuff that's whacking you. >> not only the amounts but now how you make your money, right? wages and interest income, that goes up about 5%. capital gains goes up 7%. dividends that goes up 20%. so this is going to discourage people from investing in the markets if are going to be taxed like all this? >> i don't know. there is an argument that people could be discouraged from vesting. that's an argument that republicans are making. but there's also an argument you could see a huge pullout from the market as people try to take advantage of the lower rates before they go up. so i think the scarier part of it is, do people just sell in december and november anticipating that they'd better take their profits now when they can get the lower rate. >> can i ask you, why didn't congress stick around to try to get this worked out? >> they can't. that's what the election is about. while we're talking about the fiscal cliff, i prefer the more evocative term taxmagedd
